Abstract
Die europäische Politik krankt nicht zuvörderst an einem zu schwachen Parlament, sondern an dem Mangel an europäischem Bewusstsein, an dem Fehlen europäischer Parteien, an der Nichtexistenz europäischer Medien und an einer „Über-Konstitutionalisierung“.
