Abstract
This study contains a comparative empirical analysis of institutional change in telecommunications in four West European countries: Great Britain, France, Italy and Germany. In these countries, similar institutional structures in the telecommunications sector were confronted with global (technological) pressures in the 1980s; the governments' responses, however, varied significantly. The main goal of this analysis is to explain these cross-national differences. The study emphasizes the importance of political factors by argueing that, while technological pressures may have stimulated changes, it was politics which actually shaped the national reform profiles. The empirical analysis of the reform processes shows that two political variables were decisive: the strategic orientations of political actors and the institutional settings, in which these strategies had to be formulated and realised.
