Abstract
This feasibility study is divided into two sections. Section 1 discusses the physics motivations and gives a general overview of detection techniques and their limitations. Section 2 discusses the essential features of the proposed detector. It starts with the design parameters, then considers the site and buildings before describing the vacuum tube and tanks, the mass isolation and suspension system, the lasers and associated optical equipment, and the overall instrumentation.
