Abstract:
Als Alternative zum Euro wird mitunter der Übergang in ein diskretionäres Wechselkursregime diskutiert, das seinen Teilnehmern politisch verhandelte Auf- und Abwertungen ermöglichen würde. Über die Wünschbarkeit und die Wirkungsweisen solcher Auf- und Abwertungen finden sich in der Debatte unterschiedliche Annahmen. Der Beitrag unternimmt daher einen Rückblick auf das Europäische Währungssystem (EWS), das von 1979 bis 1998 Bestand hatte und in dem 62 Wechselkursanpassungen zu 17 unterschiedlichen Zeitpunkten stattfanden. Die Anpassungen halfen bei der Entspannung der transnationalen makroökonomischen Ungleichgewichte. Ein erhebliches Manko des EWS war aber die politische Energie, die in regelmäßigen Abständen in die Neuaushandlung der Wechselkurse und damit in die „Pflege“ des diskretionären Wechselkursregimes investiert werden musste. Mit diesem Problem sähe sich auch ein etwaig aus dem Euro hervorgehendes EWS II konfrontiert.
Abstract:
Some argue that the euro should be replaced by a discretionary exchange rate regime that allows for politically negotiated re- and devaluations. However, accounts of the functions and the desirability of re- and devaluations differ widely among participants of the debate. The article revisits the European Monetary System (EMS) that existed between 1979 and 1998. 62 exchange rate adjustments, distributed over 17 different points in time, occurred in the EMS. The realignments helped to minimize transnational macroeconomic imbalances. But a crucial shortcoming of the EMS was the amount of political energy that had to be invested again and again in negotiations over realignments and therefore, in other words, in keeping the EMS alive. A new EMS II, as an alternative to the euro, would be confronted with the same problem.

La transition vers un régime de change discrétionnaire permettant à ses participants de négocier réévaluations et dévaluations est parfois discutée comme alternative à l’euro. Différentes hypothèses ont été avancées quant à l’opportunité et aux effets de telles réévaluations et dévaluations. Aussi cet article présente-il un examen rétrospectif du système monétaire européen (SME) en place de 1979 à 1998 dans le cadre duquel 62 réajustements des taux de change ont eu lieu à 17 occasions différentes. Ces réajustements ont aidé à désamorcer les déséquilibres macroéconomiques transnationaux. Le SME avait toutefois le défaut majeur de requérir régulièrement l’investissement d’énergie politique dans la renégociation des taux de change et donc la « maintenance » du régime de change discrétionnaire. Un éventuel SME II succédant à l’euro se verrait confronté au même problème.
