Abstract: The Fiscal Crisis of the State: It’s Capitalism, not Democracy! Unlike what public choice theory suggests, the current fiscal crisis was not caused by a failure of democracy. Rather it is part of the long departure of Western capitalism from its postwar period of growth and shared prosperity. Rising fiscal deficits coincided with long-term distributional losses of broad segments of the population. It was not excessive claims of voters and political parties that made the crisis break out, but the collapse of liberated global financial markets. Multiple proximate causes are found to be related to one ultimate cause, the secular decline of the growth dynamic of neoliberal capitalism and its capacity for social integration.
